When to Use Campaign Level Settings?
Google still recommends setting the language and location at the campaign level in cases where targeting ads must be within a certain radius of a location – these can not be changed once the campaign has been published. Please also note that setting the location and language at the campaign level will clear these settings assigned at the ad group level.
